The Sentro ng Alternatibong Lingap Panligal (Saligan) with the Pambansang Kilusan ng Mga Samahang Magsasaka (PAKISAMA) holds the first of a series of fora on “Addressing the APECO” on 4 June 2010 from 1 to 5 PM at the Ugnayan Hall of the Phildraa Partnership Center in Loyola Heights, Quezon City.

Joined by affected residents represented by the Task Force Anti-APECO, the activity gathers partners from different sectors in support of displaced local communities in Casiguran, Aurora, largely comprised of farmers, fisher folk and indigenous peoples, following the passage of RA 10083 or the Aurora Pacific Economic Zone (APECO) law.

RA 10083, authored by Senator Edgardo Angara and Rep. Sonny Angara, and endorsed by Aurora governor Bella Castillo-Angara, is said to violate laws on local government, agrarian reform, fisheries, and indigenous peoples rights.

“We hope the forum gives voice to the urgent concerns of the local communities and draws attention to the legal contentions against RA 10083,” says Aison Garcia of Saligan, an alternative legal NGO.

Both Saligan and Pakisama are partners of the Sumilao farmers of Bukidnon. The latter drew unprecedented multisectoral support after dramatizing a similar protest to regain ownership of their ancestral lands by walking from Mindanao to Metro Manila in 2007.

The adverse socioeconomic and environmental impact of special economic zones will be discussed with legal strategies for the group, to be followed by the initial planning session on the national advocacy campaign. Speakers include ABA Partylist Rep. Leonardo Montemayor, environment and social assessment specialist James Esguerra, and Fr. Edu Gariguez of the Catholic Bishop’s Conference of the Philippines-National Secretariat for Social Action-Justice and Peace.
